Cannot disable the Drupal Cache

Hi, I am a Drupal newbie. I’ve just started to explore the Drupal Engine, and now I’m creating my own theme.
But I cannot do this, because every single change requires clearing the cache.
I have to go to the admin panel and click “Clear cache”, and btw it takes quite a lot of time to complete.
So basically it is impossible to develop.

I have read a lot of tutorials and articles about disabling, but this still doesn’t help.

Here is my file sites/default/settings.local.php

And I have uncommented these lines in sites/default/default.settings.php

}

And finally my sites/development.services.yml looks like that

But still I have to clear the cache every time I change something.

Please help to find a way to disable the cache completely.
