Prevent Requests from Snowballing on Server Delay

The previous implementation kicked-off a page refresh every second, even if the previous response hasn’t come back yet. This can cause a snowball of requests if the server is consistently taking longer than 1 second to respond. Now, we only kick off a single request and wait until Drupal asks us to re-attach to kick off the next one. (Drupal calls attach() at the end of every AJAX response.)
