Error when updating user profile picture: "The selected file could not be copied, because no file by that name exists."

The site has worked fine for a year but recently it began showing error messages when a person updates their profile picture.  Despite the error the profile picture updates correctly.  

The error is: “The specified file temporary://chappelle-as-gallagher.jpg could not be copied, because no file by that name exists. Please check that you supplied the correct filename.”  The profile pic updates correctly.

In the system log I also see:

File temporary://chappelle-as-gallagher.jpg (/fullpath/topub/public_html/temp2/chappelle-as-gallagher.jpg) could not be copied because it does not exist.

and

The file public://pictures/picture-57-1510881172.jpg was not deleted, because it does not exist.

Unfortunately I did not build the site so I’m not 100% sure of what picture handling or upload modules might be jumping in here.  I did disable Plupload (whiich doesn’t look like it’s used by the profile pic update page) but the problem persists.

I’ve checked and rechecked file permissions on both the public pictures folder and the temp folder.  I’ve tried other temp folders.

Hosted at Bluehost shared hosting.

PHP 5.44 (I’ve also tried 5.6x)
Drupal 7.56

Saw a suggestion from someone to disable performance options, didn’t help.  

I’ve tried a variety of diffierent paths.  When it was working (for a year) the temp folder was “tmp” but that folder no longer works.  I’ve checked permissions on that folder.

Anyone have any ideas?
