JQuery error breaks logging in

I’ve spent the past week and a half debugging a Drupal 7 site that returns an AJAX error instead of letting me log into the admin account.

0. “Log in”

1. DOMException: Failed to execute ‘querySelectorAll’ on ‘Element’: ‘[id=’user-login’] input:file’ is not a valid descriptor.

2. SyntaxError: Unexpected end of JSON input

3. An AJAX HTTP error occurred.

4. DOMException: Failed to execute ‘querySelectorAll’ on ‘Element’: ‘[id=’user-login’] .form-item.has-error:not(.form-type-password.has-feedback)’ is not a valid selector.

I’m really not sure where to go next at this point.  The httpd log has been showing no errors and I’ve ruled out the theme as the issue (the issue can be replicated with the Garland theme).  Any suggestions would be more than appreciated.
