Opcode caching up but not recognized by Drupal 8


I am using 1and1 as my webhost and php7. I installed Drupal 8 just fine without any errors except Opcode Caching is not being recognized by drupal. It is giving me a message telling me that it is turned off:

PHP OPcode caching Not enabled
PHP OPcode caching can improve your site’s performance considerably. It is highly recommended to have OPcache installed on your server.

I created a php.ini file which enables Opcode caching and I got the instructions from here: https://community.1and1.com/php-7/

I then created a info.php file to verify if Opcode caching was turned on and it does indeed say that it is up and running:

Zend OPcache

Opcode Caching: Up and Running
Optimization: Enabled
SHM Cache: Disabled
File Cache: Enabled
Startup: OK

I am not sure why I cannot get this to work. I would really like to have the Opcode caching work on my drupal install. Does anyone have any idea why drupal may not be recognizing Opcode caching as enabled?
