Unable to browse tokens getting an access denied warning message

When I try to browse tokens in pathauto pattern adding page, no list opens and a warning message is generated in log:

The user is admin with full permission access.
Even I completely wiped my host (shared) and installed Drupal 8.1.8 again and just installed token+ctools+pathauto modules to check the error and the same happened again.
I think I can’t use tokens at all. Why is that?
